I have identified recently that gta sa by default is missing some compatible friendly dll with newer software (windows 10, in this case). It may be what is causing problems. Ive seen a few instances on these forums where users with admin accounts had problems pop up unexpectedly. Windows 11 might also have reset some user account permissions.
